Quebec’s Bill 104 was passed unanimously in the National Assembly on October 26, requiring that 3.5 % of the total number of vehicles sold or leased by car manufacturers in Quebec must be zero emissions vehicles (ZEV), starting in 2018. By 2020, the standard will rise to 15.5 %. This is a first for Canada, although 10 states in the U.S. have ZEV regulations.
